About Our Inside IR35 PR Contract Roles

What does a pr contractor do?

Organisations bring in PR contractors to manage and protect the reputation of an organisation through strategic communications with media, stakeholders, and the public, building positive coverage, managing crises, and shaping the narrative around a business, issue, or individual. Contract engagements arise when an organisation needs PR support during a specific campaign, product launch, or event, when it is managing a reputational challenge that requires dedicated resource, when a PR function has a vacancy, or when specialist PR expertise is needed in a particular area such as corporate communications, consumer PR, public affairs, or crisis communications. PR contractors are used across commercial, public sector, not-for-profit, and political environments.

What sets strong PR contractors apart is depend on the specialism and seniority of the role. Media relations skills, including the ability to develop compelling story angles, write press releases and features, and build and maintain relationships with journalists across relevant publications, are the foundation of most PR contracting roles. For more senior or strategic roles, experience developing communications strategies, managing issues and crises, advising boards and executives on reputation management, and working with agencies and other communications partners is expected. Sector knowledge is a meaningful differentiator in PR contracting: a corporate PR contractor who understands the regulatory sensitivities of financial services, the technical complexity of life sciences communications, or the political dynamics of public sector communications brings considerably more value than a generalist practitioner. CIPR membership and qualification is well regarded at senior levels.

What is the market like for pr contractors?

The PR contract market is a steady mid-volume market driven by the episodic and project-based nature of much PR activity. Campaign launches, award programmes, product announcements, and crisis situations create peaks in demand for specialist PR resource that permanent teams cannot always absorb. Corporate communications and financial PR, where the regulatory and reputational stakes are highest, are among the most active and best-paying segments of the PR contracting market. Rates vary considerably by specialism and seniority, with senior corporate communications and financial PR contractors commanding rates well above generalist consumer PR market rates. The ability to move quickly, operate with senior stakeholders, and manage high-profile or sensitive communications situations from day one is what distinguishes the most valued PR contractors.

What does Inside IR35 mean?

IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as inside IR35, income tax and National Insurance are deducted at source, typically via an umbrella company or agency PAYE. Headline day rates on inside IR35 engagements are generally higher than equivalent outside IR35 roles to account for the tax and employment cost structure.

Inside IR35 determinations are made where the working arrangements are considered to resemble employment, based on factors including the level of client control, the absence of a genuine right of substitution, and the presence of mutuality of obligation. Since April 2021, the end client is responsible for making this determination for medium and large private sector organisations. Many employers in financial services, government, and professional services assess the majority of their contractor engagements as inside IR35.

Inside IR35 PR work arises when the contractor is embedded in the client's communications team, managing ongoing media relationships, producing press releases within the client's approval process, and attending internal communications meetings. The work follows the client's news cycle and communications calendar. Corporate communications departments, financial services firms managing regulatory announcements, and public sector bodies with ongoing media obligations hire PR contractors for sustained inside IR35 engagements.

How much do pr contractors usually earn when working Inside IR35?

Contract rates for pr roles typically range from £250 to £500 per day, depending on the scope of the role, required expertise, and the delivery expectations of the engagement. Inside IR35 rates are typically 15% to 30% higher than equivalent outside IR35 roles to account for tax and national insurance deducted at source by the fee-payer.
