Summary: The Senior Project & Programme Manager will lead the 2026 Primary Schools Improvement Programme for Liverpool City Council, overseeing a £4m capital programme that includes various school projects. This interim role requires strategic ownership of project development, prioritization, and governance. Key Responsibilities:
- Lead development and prioritisation of the 2026 schools capital programme using AMP and condition survey data
- Produce Cabinet reports and recommendations aligned to available and anticipated budgets
- Manage consultants and oversee design, tender and delivery planning for 2026 projects
- Provide leadership on stakeholder engagement, reporting, funding, procurement and asset management advice
Key Skills:
- Qualified in the built environment (e.g. building surveying, architecture, building services)
- Construction Project Management qualification (e.g. RICS or equivalent)
- Strong track record delivering education or public sector capital projects to tight timescales
- Confident communicator with experience working with senior officers, members and school stakeholders
- Strong understanding of public sector processes, DfE funding and Building Bulletins

You will take strategic ownership of the 2026 programme, developing the project pipeline, setting priorities based on asset and condition data, and ensuring robust governance and reporting.
