About Our Outside IR35 Systems Engineer Contract Roles

What does a systems engineer contractor do?

As a contract Systems Engineer, you are hired to design, integrate, verify, and validate complex engineered systems, applying a holistic engineering approach that considers how all elements of a system, including hardware, software, human operators, and operational environment, work together to deliver the required capability. Systems Engineering is a discipline with particular depth in aerospace, defence, rail, nuclear, space, and complex infrastructure programmes, where the integration challenges of multi-component systems with long development lifecycles and critical safety requirements demand a structured and rigorous engineering approach. Contractors are engaged to define system requirements, develop system architectures, manage interface definitions between subsystems, conduct system verification and validation activities, support safety and reliability analysis, and manage the technical baseline of complex systems programmes.

The core competencies for Systems Engineer contracting include are grounded in the INCOSE Systems Engineering Handbook or equivalent framework, alongside practical experience applying systems engineering methodology on comparable programmes. Experience developing and managing requirements using model-based systems engineering tools such as DOORS, CAMEO, or Rhapsody is expected for roles on formal defence and aerospace programmes. Familiarity with the V-Model development lifecycle and the specific verification and validation activities associated with each phase is expected by most clients. For safety-critical systems roles, knowledge of functional safety standards including IEC 61508 or DEF STAN 00-055/061, and the ability to contribute to safety cases and HAZID/HAZOP analyses, is additionally expected. Chartered Engineer status with IMechE, IET, or RAeS is well regarded and frequently required on major defence and aerospace systems programmes.

What is the market like for systems engineer contractors?

Systems Engineer contracting is a specialist and well-established and active market concentrated in aerospace, defence, rail, nuclear, and space sectors, where the complexity and safety criticality of the systems being developed demand rigorous systems engineering practice. The UK defence and aerospace sectors, with their significant capital programme pipeline, are the most consistent buyers of Systems Engineer contract resource. The growing complexity of rail and nuclear programmes, and the emerging space sector in the UK, are additional sources of contract demand. The supply of formally qualified and experienced Systems Engineers who can operate within the demanding governance frameworks of major defence and safety-critical programmes is limited relative to demand, maintaining solid rates across the discipline. Security clearance is frequently required for defence-facing roles.

What does Outside IR35 mean?

IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.

Outside IR35 engagements are assessed against three key factors: the degree of control the client exercises over how the work is delivered, whether the contractor has a genuine right to provide a substitute, and whether there is a mutuality of obligation between the parties. Contracts that demonstrate contractor autonomy, project-based delivery, and the absence of ongoing employment obligations are more likely to sit outside IR35. Since April 2021, responsibility for making this determination sits with the end client for medium and large private sector organisations.

What systems engineer roles are usually Outside IR35?

Systems engineering sits at around 25% outside IR35 among contracts with a stated status. Outside IR35 work concentrates in specific design and integration projects: producing system requirements specifications, conducting integration testing for a defined system scope, or delivering a safety case. Defence, aerospace, and rail engineering programmes commission most outside IR35 systems engineering work. INCOSE membership and experience with requirements management tools like DOORS are common requirements.

Contract rates for systems engineer roles typically range from £400 to £750 per day, depending on the scope of the role, required expertise, and the delivery expectations of the engagement.
