About Our Outside IR35 Civil Engineer Contract Roles

What does a civil engineer contractor do?

Civil Engineer contract work spans across the full range of civil engineering disciplines, including highways, bridges, drainage, earthworks, geotechnics, structures, and water infrastructure, working on projects spanning new construction, maintenance, and rehabilitation of the built environment. Contract engagements arise on major infrastructure programmes such as road and rail schemes, flood defence projects, water and wastewater infrastructure, and urban development, as well as on smaller local authority and developer-led schemes where specialist civil engineering capacity is needed. Contractors are typically brought in to fill specialist technical roles, provide additional capacity on delivery programmes, or cover senior positions during recruitment.

Civil Engineer contractors are expected to have a strong technical grounding in the relevant discipline, with experience on comparable projects as the primary selection criterion. Proficiency in design software relevant to the specialism, such as AutoCAD Civil 3D, MicroStation, or STAAD.Pro for structural analysis, is expected by most clients. For site-based roles, experience managing ground investigation, earthworks, or drainage construction to specification and within programme is essential. Familiarity with relevant design standards and specifications, including the Design Manual for Roads and Bridges, Eurocodes, and Sewers for Adoption, is expected depending on the project type. ICE membership or Chartered Engineer status is well regarded and is frequently required for senior or client-facing roles on major infrastructure programmes.

What is the market like for civil engineer contractors?

Civil Engineer contracting in the UK is supported by a sustained pipeline of infrastructure investment across highways, rail, water, and flood defence. National Highways, Network Rail, the Environment Agency, and the major water companies are consistent sources of contract civil engineering work, as are the large infrastructure delivery frameworks through which much of this work is procured. The market has been active across both design and site-based roles, with particular demand for contractors with experience on NEC-contracted programmes. Rates vary by specialism and seniority, with chartered civil engineers on major infrastructure programmes commanding the strongest rates in the market.

What does Outside IR35 mean?

IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.

Outside IR35 engagements are assessed against three key factors: the degree of control the client exercises over how the work is delivered, whether the contractor has a genuine right to provide a substitute, and whether there is a mutuality of obligation between the parties. Contracts that demonstrate contractor autonomy, project-based delivery, and the absence of ongoing employment obligations are more likely to sit outside IR35. Since April 2021, responsibility for making this determination sits with the end client for medium and large private sector organisations.

What civil engineer roles are usually Outside IR35?

Civil engineering has a strong outside IR35 profile, with around 60% of contracts where status is stated sitting outside. The infrastructure sector's project-based model, where contractors engage for specific design phases, construction supervision periods, or technical approval stages, aligns naturally with outside IR35 criteria. Contractors working on highways, rail, water, or major infrastructure programmes through consulting engineers and main contractors will find the majority of civil engineering work sits outside IR35.

How much do civil engineer contractors usually earn when working Outside IR35?

Contract rates for civil engineer roles typically range from £300 to £600 per day, depending on the scope of the role, required expertise, and the delivery expectations of the engagement.
