About Our Outside IR35 Site Engineer Contract Roles

What does a site engineer contractor do?

The Site Engineer contracting discipline covers work within construction and civil engineering projects to provide on-site technical supervision, quality control, and engineering management during the construction phase, ensuring that work is built in accordance with the design drawings, specifications, and quality management plans. The work involves setting out structures and services using surveying equipment, checking and verifying the work of trades and subcontractors against design drawings, maintaining site records and quality documentation, managing the technical aspects of construction sequences, liaising with the design team on RFIs and technical queries, and supporting the site management team in delivering the project safely and to programme. Site Engineers are engaged on building, civil engineering, infrastructure, and utilities projects of all scales.

What sets strong Site Engineer contractors apart is are practical and technically grounded in the relevant engineering discipline. For civil engineering roles, proficiency in surveying and setting out using total station and GPS equipment, knowledge of ground engineering, drainage, and earthworks construction processes, and familiarity with NEC or JCT contract administration at the interface between design and construction is expected. For building construction roles, experience reading and interpreting structural and services drawings, managing the technical aspects of reinforced concrete, structural steel, or timber frame construction, and maintaining quality records in accordance with ISO 9001 or project-specific quality plans is the core competency. The ability to manage multiple subcontractors simultaneously, work effectively under pressure to maintain programme, and communicate technical issues clearly to site management and client teams is consistently expected. SMSTS or SSSTS safety certification and appropriate PPE and site safety knowledge are non-negotiable requirements.

What is the market like for site engineer contractors?

The market for Site Engineer contractors is a consistently active market across the construction, civil engineering, and infrastructure sectors, driven by the volume of building and infrastructure delivery activity across the UK. The supply of experienced Site Engineers has been persistently tight relative to the pipeline of work, as the construction sector has struggled to attract sufficient new entrants to engineering careers and a significant proportion of the experienced contractor workforce is approaching retirement. This structural shortfall supports solid rates for experienced Site Engineers with relevant sector experience. Major infrastructure programmes including HS2, National Highways schemes, and Network Rail projects are particularly consistent and long-duration sources of civil engineering Site Engineer contract demand.

What does Outside IR35 mean?

IR35 is UK tax legislation that determines whether a contractor is genuinely self-employed or working in a manner that resembles employment. When a contract is classified as outside IR35, the engagement is treated as a business-to-business arrangement. The contractor operates through their own limited company, invoices for services, and manages their own tax affairs including corporation tax, self-assessment, and VAT where applicable.

Outside IR35 engagements are assessed against three key factors: the degree of control the client exercises over how the work is delivered, whether the contractor has a genuine right to provide a substitute, and whether there is a mutuality of obligation between the parties. Contracts that demonstrate contractor autonomy, project-based delivery, and the absence of ongoing employment obligations are more likely to sit outside IR35. Since April 2021, responsibility for making this determination sits with the end client for medium and large private sector organisations.

The proportion varies by sector and role type, with some disciplines seeing a significantly higher or lower share of outside IR35 opportunities. What site engineer roles are usually Outside IR35?

Site engineering has a healthy outside IR35 profile, with around 55% of contracts sitting outside among those specifying status. The project-based nature of construction, where the site engineer is engaged for a specific build phase to manage setting out, quality control, and technical compliance, strengthens the case for outside IR35. Main contractors and civil engineering firms hiring for specific project phases are the most active sources. CSCS card and relevant engineering qualifications are standard requirements.

How much do site engineer contractors usually earn when working Outside IR35?

Contract rates for site engineer roles typically range from £350 to £650 per day, depending on the scope of the role, required expertise, and the delivery expectations of the engagement.
